Biography

Doctor in Use, Handling and Preservation of Natural Resources by the Centro de Investigaciones Biológicas del Nororeste (in La Paz, Mexico, 2001). He obtained a Masters degree in Economy at Vanderbilt University (in Nashville, USA, 1981) and an undergraduate in Economy at the Universidad Nacional Autónoma de México (1976), and also, he studied the two specialties in Planning of Socio-economic Development in ILPES-ECLAC and in Pedagogy in Universidad Autonoma Metropolitana. (in Mexico City, 1976 and 1994). In the labor field, Dr. Martinez has carried out diverse positions such as assistant manager of the Department of Economic Studies of the Main Directorate of Public Expenses of the Secretaría de Hacienda y Crédito Público of Mexico, Adviser of the Assistant Director of the Instituto Mexicano de Comercio Exterior, Adviser of the Coordinator of Economic and Administrative Studies of the Secretaría de Hacienda y Crédito Público. From 1985 to date he has been a professor in the Department of Economy of the Universidad Autónoma de Baja California Sur in Mexico, where he has been head of that department. He has published numerous articles in national and international specialized journals about public finances, bioeconomics of aquaculture, economic policies, economic valuation of natural resources, as well as books and chapters of books about the sustainability policies of the Asia-Pacific Economic Cooperation international organization, regional and local sustainability development, regional economic history, water as a natural resource, sustainable policies in protected natural areas and sustainable tourism.
